Project objectives

The goal of the project is to promote the development of health security and quality management of health care services, as well as the implementation of policies and strategic principles in Russia, Kazakhstan and Azerbaijan by mobilizing personnel and training them in the practical application of the necessary skills for the creation and implementation of higher education programs (academic programs) and programs vocational training capable of transferring the skills required by the health sector / medical organizations.

Some specific objectives of the project are common to the three countries:

• SO 1: Eliminate gaps in staff qualifications in terms of risk management and quality of health services by improving the skills of students and professionals, including those from the refugee category.

• SO 2: Professionalize health education programs on risk management and quality of health services at universities in aSOordance with the Bologna Process and the European Qualifications Framework (EQF) and transfer part of the training to medical companies.

• SO 3: Create 2 new educational programs (bachelor's and master's) available for distance learning related to the development of the health sector and the organization, implementation and quality management of health services, adapted to the needs of companies / medical institutions.

• SO 4: Promote the integration of new university study programs (bachelor's and master's) in approaches to quality in higher education, European quality strategies (CERAQ).

• SO 5: Create centers of excellence aSOessible to students, universities and companies to support and develop new educational offerings.

• SO 6: Improve student employability and help them become recognized professionals in the quality and safety of health care services.

• SO 7: Facilitate the integration of students from partner countries into EU educational programs through the conclusion of double degree agreements between EU universities and partner countries.

Other goals are also general, but quantified in different ways, given the composition of the consortium and especially the needs of each partner.

IN RUSSIA

• SO 8: Train at least 180 students in the first year of implementation of two new / updated educational programs (120 undergraduate, 60 in magistracy) (SO 8_RU)

• SO 9: Train 8 teachers in the EU in new disciplines in the field of risk management and quality of health services and 4 people from administrative services (libraries, laboratories, IT staff) in the field of digital educational resources management and organization of the center of excellence (SO 9_RU )

• SO 10: Develop an online learning platform in 2 partner universities (P12 and P13) and provide remote aSOess to digital resources of modules in the form of open educational resources (OS10_RU)

• OS 11: Create a modular system of lifelong learning in the same field of education and train 50 specialists (SO 11_RU)

IN KAZAKHSTAN:

• SO 8: Train at least 225 students in the first year of implementation of two new / updated educational programs (150 undergraduate, 75 in magistracy) (SO 8_KZ)

• SO 9: Train 10 teachers in the EU in new disciplines in the field of risk management and quality of health services and 5 people from administrative services (libraries, laboratories, IT staff) in the field of digital educational resources management and operation of the center of excellence (SO 9_KZ)

• SO 10: Develop an e-learning platform in 3 partner universities (P5, 21 and P22) and provide remote aSOess to digital resources of modules in the form of open educational resources (SO 10_KZ)

• SO 11: Create a modular system of lifelong learning in the same field of education and train 50 specialists (SO 11_KZ)

IN AZERBAIJAN:

• SO 8: Train at least 135 students in the first year of implementation of two new / updated educational programs (90 undergraduate, 45 in magistracy) (SO 8_AZ)

• SO 9: Train 6 teachers in the EU in new disciplines in the field of risk management and quality of health services g and 3 people from administrative services (libraries, laboratories, IT staff) in the field of digital educational resources management and the operation of the center of excellence (OS9_AZ)

• SO 10. Develop an online learning platform in 2 partner universities (P10 and P15) and provide remote aSOess to digital resources of modules in the form of open educational resources (OS10_AZ)

• SO 11. Create a modular system of lifelong learning in the same field of education and train 50 specialists (OS11_AZ)

The goals set correspond to the specified problems, they are realistic and achievable in the national and institutional context, since they have been established and confirmed:

- Project teams of each of the partner universities and their rectors

- Jointly by two ministries of education and health, which are located in each of the 3 partner countries as part of a consortium or as associate partners of the project.

-Based on preliminary studies conducted by partner universities in 3 countries
